You can't buy the new AP item on the Twisted Treeline map since it builds out of a Needlessly Large Rod. So you pretty much need to save up 2k+ gold to buy it straight up (Aether Whisp + the full amount).

Twisted Treeline is the least of their concerns. I'm surprised it's available on the map at all (Essence Reaver isn't, for example, because BF Sword doesn't exist on that map).
You might have noticed that items that build out of BF Sword and NLR aren't typically available on Twisted Treeline, because the game isn't intended to get to the point of needing such expensive items. As such, the fact that Luden's is available on that map is, in and of itself, a bug.
The item description in the Item Builder clearly states that this item isn't on Twisted Treeline nor Crystal Scar (or at least it did on the PBE)... so the fact that it's on TT in the live is the actual bug. It's not meant to be there.
