Why is nothing required of Thresh at any stage of the game?

As a Support main I am so sick of Thresh's safety and his propensity to dissuade any kind of gameplay at all in the Bottom lane.

You can't fight him; he will outlast you and kill you because of his tankiness. You can't do anything in lane because he has constant tools to neutralize anything you do. Once again because of his tankiness, he is free to make mistake after mistake (any number of which would be instant death for mostly any other Support in the game.) And when his lane goes fine because he ensured an uneventful, zero-engagement laning phase, he transitions nicely into becoming the primary or secondary teamfight engager for his team.

Won't even touch on myriad jungle ganks that he enables that you can do absolutely nothing against.

Everything under the sun is going for him. He can punish any aggression in lane. He doesn't need to generate aggression in lane because he isn't an early-game kill-lane-or-bust Champion (though he is certainly a kill lane) because as stated above he transitions straight into an insanely useful engage/disengage Champion for teamfights later on.

I understand that he is a utility Support with a lot of tools. I just want to know where the drawbacks are. His strengths aren't subtle, so why are his weaknesses?

He has a very high skill-cap. This doesn't mean he is difficult to play.
