Fix Talon's W pl0x

The early damage is huge and allows for very early two shotting backwaves while dealing way too much poke (120 base damage at lvl 1 btw) The lategame damage is so pathethic that you can miss the damn thing and still oneshot squishies with QR and Ignite. Seriously, this can't be working as intended, his W is his main skillshot come on he should at least try hitting the damn thing.

Edit: I don't mean to buff him, rather fix his damage distribution throughout his kit. I'll happily take a nerf elsewhere to buff his W, I want it to at least matter in his damage output ffs
