Veigar - Event Horizon re-rework/buff

(E) Event Horizon

New - During the .75 second delay before Event Horizon can stun, any enemy that touches the forming walls will have all Move Speed bonuses reversed for 2 seconds.

Ex. Karma with only base movespeed casts (E) Inspire on herself for 40% bonus MS. She hits a forming wall of Event Horizon and her MS bonus (at first occurrence of touching the wall) is reversed, taking her from 140% MS to 60%.

This would make the ability more effective the more movespeed the enemy has, making it increasingly more difficult for high MS based mobility champions to escape it. This type of mechanic would hamper some mobility creep (short of teleport/dashes) without punishing low mobility champions equally.
