Lulu is not OP, she just provides alot of utility. She isnt so popular in soloq because she doesnt fit in all team comps.
^ precisely.
Lulu's kit is really hard to balance. Honestly, I think they should leave her alone. She's a good champion but can't carry as hard as most other mid laners/supports. She has a lot of kiting in her kit and is fun to play, but also isn't too complicated nor overpowered. She seems in a pretty balanced state in both soloq and competitive.
As a person who doesn't play Rek'Sai I can't speak much on her behalf, however. I'm not gonna spout stuff about a champion I don't fully understand.
I think Lulu's kit is "hard to balance" because of the changes they made to it over time. I don't really care if RIOT decides to nerf Taum Kench though. I just find it fascinating that RIOT released a champion that flies in the face of their Design Values.

Also, she doesn't have nearly as much damage as other common mages, which becomes a problem if the enemy team has tanks or if your team relies on Lulu to be the main source of magic damage. Yes, an AP Lulu will still do much more damage than a support Lulu but she will still do less damage than a Viktor, Malzahar, or Veigar, for example. Sometimes, damage will be more important than utility for your team. And that's why it's harder to carry with her on SoloQ than pro play.
Her kit is more valuable on pro play because utility champions tend to be much more valuable on organized play than damage-oriented champions, because they tend to rely on other lanes (such as the ADC, which is more protected than in SoloQ) to do the damage. That's the same reason why Twisted Fate is a popular choice on pro play, despite him dealing less damage than average mages. Also the same reason why Malzahar is rarely played at pro play, despite his damage being insane. Rek'Sai is still good on pro play, despite being heavily nerfed, due to her global pressure and presence.
There are two things that pro players value much more than damage. The first is utility. The second is global pressure.
What's the deal with Rek'Sai, can anyone tell me why and give me reasons to pick them besides for the vision tho good vision wards are fine enough?
What is her strengths outside of that? Please tell me. I don't get why they constantly just get picked.

Map presence. Thats biggest reason he is popular in worlds.
Rek'sai hasn't been balanced since release. Her kit is overloaded and she has insane mobility. Lulu fits into pretty much any team comp. So yeah, both of them could use nerfs.
Tahm however is probably the most OP champ right now. You cannot kill anyone who is near a TK.
Lulu and Rek'sai have kits highly designed for pro play. The utility and damage of Lulu, the vision and map pressure of Rek'sai, they're just very powerful.
And, as a side note, since Tahm got popular, he's been pick/ban in most games.
