Right now I think Ryze is bugged

So I was playing Udyr top and I happened to kill my enemy laner, Ryze, at level 2. I proceeded to acquire cs and go back to base. Bought some items and went back to lane. I then killed him again, pushed to tower, went back and bought more items. I get to lane. I am level 7 and Ryze is level 5, I have 47 cs he has 20. We farm a bit, and then Ryze hits level 6. He ults and then Q W E's me and then Q W E's me and then Q W E's me again. Obviously, I can't run away since his root has a 1 second cooldown and my healthbar proceeds to disappear. It took him literally 2 seconds to 100-0 me through turtle stance when I had some magic resist and his only item was a tear of the goddess.

I don't think he is supposed to be able to cast Q 4 times in the space of 2 seconds nor root you 3 times, so I think Ryze may be bugged.
