I believe Vladimir needs a buff.

With all the nerfs he got in the recent patches he's been in a tough spot. But now with the Rylai's nerf it's ridiculous. I mean, it's a core item for him and now it's more of an early game item, which makes it not slot efficient for Vladimir, because, as we all know, his strength is in the late game. I believe his late game power does not make up for his early game weaknesses or his general weaknesses (kiting champs is the best example). Proposed buff(s): Make E slow last a little bit longer, increase early game healing.
