Matchmaking plz

Tired of matchmaking being crap. I realize that Normals have more relaxed matchmaking than Ranked's do, but that's no excuse for putting a level 7 in my game. He may have been duo'd with someone (though no clan tags matched and who would do that to their friend) or he may have been a smurf but judging by his KDA and his playing he seemed like a legitimate level 7 player.
So why is he in this game? If he is really level 7 I don't blame him at all and I'm in no way trying to shame him for his performance, I probably would have done worse in the same situation when I was level 7 on League. Matchmaking plz.
