This has always been the case from when they first introduced it. Originally RIOT was asking for large gaps between the rankings (back when you could see MMR) and anything over 200 was a big deal. After countless denials that the system has wide gaps over over 200-500 point spreads in a system designed to keep it within 50 points people started posting proof with screen shot after screen shot. Their answer was to dance around the issue.. hid MMR then the community figured out how to find hidden Elo, then the website that showed you the Elo of all players... that was removed too. we are left with this wonky LP system thing we have now with promotions being the checks and balances to a fudged up MM system.

The system will never work all that well until they rework the entire way you climb. The top percentile of each division should be placed against the lowest percentile of the division above it. i.e. gold 5 should be in games against silver 1, but I honestlyu doubt the population of this game would allow for a system like that to work. Riot has hidden scores for all players and that's why you have such extreme cases different ranks. First 50 games have a huge impact on where you will be placed, so it could've been a smurf or maybe not. Maybe the system just couldn't find a similar score amongst the players in queue, so it just went with a total score option. Problem with that is 9/10 the team with the worst player loses.

The main reason MM sucks is because RIOT doesn't want long queue times. I think a lot of people would prefer a longer queue time and a true solo queue experience where dynamic and duo don't exist. That's just my opinion though. Judging by how hard they tried to push dynamic on us I would absolutely say they don't want long queue times or much care about balanced teams.
