The New Vampirism Mastery Seems Underwhelming

Maybe I'm wrong, but I'm not getting the impression that the Vampirism Mastery is any better than it was before. What ever happened to the Spell Vamp and Vampirism changes that were being discussed a few months ago? I heard there was talk about making Gunblade heal you differently to make it more effective overall, and that the Vampirism Mastery was being looked at so it wasn't so garbage. I know this is still the preseason PBE patch and things are subject to change, so I'm hoping some sort of discussion can be had about Spell Vamp and Vampirism as a whole because as of right now, Gunblade is only useful on a small handful of champions.

I really, really enjoy the concept of Spell Vamp and don't want to see it removed, nor do I want to see it overpowered and broken.

And I'm aware that Masteries aren't all supposed to be super huge game changers and are meant as tiny boosts. But Vampirism feels so underwhelming as it is right now and it looks like it's going to stay that way if it comes out in the game as it is now on the PBE.

Also, why get Vampirism for pitiful heals early game when you can get the Natural Talent Mastery which gives damage and AP as you level up, which would in turn heal you for more in the long run once you have Lifesteal items?

I know Riot is busy, but some sort of update on reworking Spell Vamp as well as this Mastery would be nice. It just seems like such a pointless Mastery. Why bother getting super pitiful heals early game when you can get the other Mastery, Natural Talent?

And to top it all off, I think I recall reading that the Vampirism Mastery was actually nerfed on the PBE to 2.0% from 2.5%, making it even worse.
