Because it's broken and will only introduce more imbalance and randomness. Not worth.

Randomness? No, it will likely decrease that, since premade groups are likely to have played together enough to know what works well together and have some sort of plan.
Broken? It's going to be a virtually identical setup for both teams, how's it going to be any more broken for you than it is for your opponents? And before you throw out the "that's only 95% of the time", realize that that number was their guess based on how current normal draft works and will likely be improved.
Both randomness and brokenness comes from the fact that you, as a solo player, have no control over what kind of "quality" the groups are going to be. You can only pray to the matchmaking gods that the group you get is NOT a casual group of buddies, put against a group of competitive players from Ranked 5's team in VOIP.
Not to mention that the group will be the majority, so the solo player can kiss goodbye to any shot-calling, decision making and tactics since it will be the group who will call all the shots. And ofc, the solo player will most likely be left out of team communication since people rarely bother to type if they are on VOIP.
With our current situation where we have duos, a solo player can still try to rectify a situation if that premade fuks up somehow... however if the majority of the team, the premade group crumbles down, there's nothing what the solo player can do about it.
Quality of players is already a mixed bag in solo queue, not sure what game you've been playing where you think otherwise. The casual group of buddies will still probably play Normals together, since their own LP is still on the line if they play Ranked. If they're queueing for Ranked, they're going to give it everything they've got.
You can imagine each pre-made as having it's own shot-caller, and if you convince that shot caller that what you say is the right move you've guaranteed the entire team will follow. In essence, as long as you're actually a good shot caller (don't keep insisting on taking Baron after 4 failed attempts), you're more likely to have people following you, since you only have to convince 1 person you're right instead of 4 people. I've played with groups in Normals and seen this happen. Will it happen every time? No, but how often does everyone in solo queue follow you?
