Is Hextech revolver too strong early game right now?

This item is good for sure. I build it on most AP assassins early game like but the burst on it early game is insane in my opinion. I've seen people do insane damage to the enemy when they were extremely behind with this item. It's like a giant powerspike. It's the worst feeling in the world when you complete shit on an enemy opponent in lane and they just build this item and can kill you with it. I've been on both sides of the spectrum. When I play Orianna and i shit on Akali and then she gets revolver and completely deletes me. Or when I'm playing as Ekko and I'm behind but somehow get a kill because of the revolver powerspike. I don't know if its just me but this item hurts. I would nerf its base damage early game by 20-40 damage.
