Zilean the tilt lord.

Currently sitting at a 54.4% win rate after the mage itemization update. Feels like absolute crap to play against him as any non-gap closer melee like Darius, Garen or Rumble. This doesn't include that he's a walking GA bot with 30s refreshes. Lulu is pretty bad, but not as bad as a champion with a 5 second uber slow on a 4 second cd.

He is annoying for real. But he is nothing different than other mages, hard to put pressure on.
