2 of the 3 keystones in the resolve tree require cc

One of those applies on any CC, including slows, meaning that the only champions who don't use it shouldn't be taking it anyway.
But what would they take? Grasp of the Undying? That thing is stupid underpowered compared to the other 2. The only other option is damage.
grab a
or
allow for Stonebound(?) Pact
But that's still inneffecient. If you spec that far into the defense tree, you should be building very little damage if at all. A tank is more likely to build defensive items than items that supply damage.

Isn't that what those are??
The point is, you wouldnt build
on a mage because masteries don't benefit as much as they could.
I would have liked bond to be changed to something like 10% reduced damage from minions, monsters, and towers. That is useful to anyone in the game whether they are tanky or not. This would mostly help junglers but it could still be useful in lane.

less tower damage? just what we need...
why would a keystone have an old wooden ship?
And 2 of the 3 keystones in the Ferocity tree require auto attacks. If you can't utilize what's in the Resolve tree then maybe your champion would do better taking a different tree.
But for a tree for tanks, you'd expect there to be tank masteries that don't just revolve around one mechanic. I get that CC is prevalent in a lot of tanks, but in many more, it's either non-existent or single target and unreliable for the mastery.
A tank without CC is probably closer to a Juggernaut, and could use the keystone's of other trees while putting 12 points in Resolve.
