Can we remove Soraka's ability to heal minions?

i once played a vayne soraka agaisnt vayne janna matchup, we were so bored that my soraka started healing the minions to fuck up vaynes cs. and it worked :D

I use quick cast, it really helps.

Although I do enjoy doing the cheese heal to screw up someone's last-hitting on the cannon minion. Or to make minions last longer at turret to take it faster.

I'm kind of torn on this, because while I hate accidentally healing a minion with smart cast when I meant to heal my ally, I do like to be able to screw up someone's cs with a well timed heal. >:)
