How to Volibear?

Title. I know he's been a C tier champ forever, but I want to like him. I just find his kit is underwhelming. Not tanky (no built in defensive abilities outside of passive, which the enemy just uses grievous wounds to negate), not good in teamfights (so many times the enemy literally just ignores me and runs past me), predictable kit (passive is predictable and you know all he's got is running at you), slow clear times, long cooldowns, but good-ish at ganking assuming the target doesn't have disengage. How do people build him rune and item wise?

I've been going resolve with immobilize. I've tried going inspiration with boots and approach velocity with mediocre results, but domination with out of combat MS and eyeballs (because thats the only thing that kinda makes sense) is also pretty meh. Go stalkers > tiamat > cinderhulk > titanic hydra > get tanky.

Help me like Volibear pls!
