Question for you guys`

I know we like to talk about how powerful ADC's are right now and I'm probably too inexperienced to comment on this because I'm a pleb to you lovely people. But my question is, is now too strong of an item on the champion's its most effective with. For a long time Runaan's was a somewhat trashy item mainly because stat wise all it provided was 70% attack speed??(Correct me on this if i'm wrong). It's passive applies on-hit effects and 25% of physical damage to two other nearby targets which makes items like (not saying adc's build wits end) much more effective in such a way that you can potentially melt someone without even aiming at them . Now it provides 40% attack speed, 30% crit and 7% movement speed on top of it's passive.
