Why can't you refund Viktor's max level hexcore while still at the fountain?

Like I understand it's eventual that you'll complete the hexcore but I've played him a few times and accidentally purchased it directly rather than what I intended which was to purchase some of the earlier upgrades thanks to the set up of the recommended list. :O
