@Riot Why does Fiora's new passive have no cooldown?

Why does her passive not have a cooldown? Why are there no "windows of power" for her opponents? She gets to choose pick and choose everything.

EDIT: Essentially it is the same basic premise as Quinn's passive though only on champs. Quinn's passive has a cd. Why not Fiora's?
