Kill bruisers to save tanks.
The reason why you can't allow tanks to be strong is because any tank item you allow to be strong means that the bruiser with free stats and damage built into their kit can buy it with their one offensive item and shit on any squishy they want because they burst them in one combo while being tanky enough to survive 2 or more people trying to kill them. Think
. When bruisers are strong, they essentially give you everything a tank does while doing assassin things, and when they're weak, they do neither. So what need to be done with these champions is to just destroy the "Fighter" concept and just separate them into either assassins or tanks depending on their kit.
Examples:
seems an ideal candidate to become a pure tank. Make his W last longer and give it a shorter CD, make his Q do less damage but increase the speed boost and make him immune to slows while it's active, lower his E damage
Remove the shield, gut his base defensive stats and HP, lower his bases but make his ratios scale off total AD, and make Q easier to hit or have a lower CD. Essentially he would be primarily a flashy playmaking assassin who does no damage if he tries to build tanky. tanky Lee Sin should be as silly as tanky Zed. Also move the execute to his ult.
Probably need to make her pure AD and scale heavily with AD. Probably make her mobile.
Probably lower Leap Strike CD and Counterstrike CD even further. Maybe give it better base damage or AD scaling so it's viable for farming.
I think Olaf would need some kit changes. Maybe have his R give damage reduction and extra speed? I'm not sure how to make an Olaf that builds 6 damage items viable outside of a mega snowballing situation. But it's not like squishy melee doesn't exist right?
Voli is someone who could become a true tank instead of a fighter. I would change his R and W into something else, not sure what. Some sort of defensive steroid?
The point is that "is really tanky" and "does a lot of damage" shouldn't be on the same champion. The entire fighter class permits this especially if you let defensive items be too strong, because they have enough damage to kill squishies built into their kits. Fix this and now not only can you do more with tank items (buffs to Omen/Warmogs/Visage/etc) but you can do more with APen (imo APen should largely something that ADCs build, so here's how I'd change
)
Last Whisper 25% Attack Speed 25% Critical Strike Percentage Unique Passive: Basic attacks ignore 15% of total armor, and apply a debuff reducing bonus armor by a further 10% (stacks up to 5 times)
In short, I feel that getting rid of the traditional bruiser archetype and splitting those champions into "champs that do low damage and build primarily defensive items and champs that do high damage and build primarily offensive items" will open up a lot of new things for the game.
