you got bad rune setup if you have trouble clearing first 3 camps, most can clear 4 camps before backing

The problem with making junglers being able to buy more potions is that Aggressive junglers, who are OP right now, can use it to gank with full HP bars, buffing them as well, making the change pretty useless.

Dunno about the other two but lee sin doesnt clear that well at level 1 compared to others. Hell fiddle/warwick dont even need smite or machete.

the problem is that then junglers like JarvanIV JarvanIV Vi will be able to get double buff, go with full health for a gank, then clear the rest of their jungle and gank again with full health, and then they probably still have a potion left...

Most tank junglers survive just fine.

The problem generally is that they clear too slow and some require their ult to gank as well as the level 2 gankers. Top it off their damage in a gank is sup-par. Meaning the gank will already be less successful.

IMO counter jungling needs to be stronger. Punishing level 2 ganks by taking out their jungle isn't viable. If it was the level 2 gankers would be a risk/reward choice.

Try going after the scuttle crab for a third camp, then returning to another camp, also unless you have mass AOE you probably shouldn't even look at the Raptor camp until your item upgrade.
