I know that the Mejais effect is not the main reason why Singed buys this, but still.

Singed buys it because it works incredibly well on him.

item 1082 item 2031 Gives Singed 100 mana, 15 AP (minimum) 25 HP 312.5 HP in potions every time you back.

When you upgrade to item 2033, this becomes 562.5 health, along with 150 mana and the burn.

The one time you buy anything that gives mana on Singed. And, yeah, it's great on Singed. Sure, you give up early mana sustain that a Doran's Ring would give, but you get so much more health sustain and if you get a kill/assist early on, you can kinda snowball. And a snowballing Singed is terrifying.

i start seal on ap ezreal always, 3 pots + increased healing and an item that if i get 5 kills with it turns into 45 ap item for 350g is way better than doran ring. people think just cause you got seal means you gotta upgrade it lol.

I never build it on Singed and certainly found out that upgrading item 2031 into item 2033 is a waste of money. Getting item 2033 and item 1082 means delaying items that are actually useful on him like item 3027 and item 3040.

As for item 1082 stacks, Singed is very unlikely to snowball out of control.
