I'm going to be honest, and unbiased despite being an Azir main.

He does not need the tower for his kit to function.

There I said it! His other passive is where all his snowball comes from, his sun disc is just a neat little gimmick that honestly isn't needed in his kit, I'd rather have the power moved from that to his range or defense where he needs it.
