Pantheon has no counterplay...

Whaaaat? As long as Pantheon doesn't get fed early he can't do much, but he's strong early so be careful. If Pantheon does get fed though, stack armor, don't duel it but try and 1vs2+ him. Past the mid game Pantheon doesn't bring much to the table other than mediocre damage.

They need to rework him. I don't mind if they give him an over complicated kit, his current one is so bland it's either trash or oppressive.

He usually runs out of mana before the game ends.

I think it has more to do that he counters so many popular top lane picks very effectively, and his poke is brutal early game.

It leaves a lot of us trying to farm under turret while he still pokes us.

Take a crystal flask or cloth and health pots to lane and do your best to cs early.

First back get some more armor and pot. Keep at it like this tell you outscale his damage, hes not too threatening past early game.

pantheon is strong only at 1 2 3 at 6 he has kill potential aswell with the ult(which takes tons of time), but it can be countered by teleport from the top lane

I feel like pantheon takes the "strong early, weak late" mentality wayyyyyyy too far. He's stupidly strong in lane, so oppressive, but then hits level 13 and becomes the worst stun bot in existence....

Have you tried using cho'gath?

He is a lane bully. Just play safe and wait for the laning phase to end. If you don't feed him, he falls off hard as the game goes on.

Are you talking about lane or jungle? If you are against top lane panth choose nasus and completely ignore him. Just farm up even if he gets right up in your face and whither if you have to. Get frozen heart and more armour if you want it. Eventually he won't be able to hurt you at all and he will probably get very angry in all chat cause most pantheon players are toxic.
