[Suggestion] Changes for Zilean's passive and Rewind(w)

Riot has some changes for Zilean in PBE. The change to his W that made it only work on basic spells("Q" "E") just wacs out my brain. It was already an out of place spell and now it seems like inefficient champion design.

One thing that has been discussed is the dislike for his passive. My idea is to remove the passive and make Zilean's "Rewind" his new passive.

Zilean may re-cast any basic spell a second time causing additional effects. Cooldown: 30 at lev 1, 24 at lev 6, 16 at lev 11, 10 at lev 18. Affected by CD.

With this and a slight change to how "E" works this may be a viable approach.

This also makes a new slot for his "W" to further explore some possibilities. I have not thought out any replacements so feel free to comment some with how you like the idea or how I can correct my grammer. Ty!
