Probably because the skins team has been working on these skins for months and they probably had no idea when the 10 ban system was happening.

There's no way Yasuo hasn't been hated for longer than this skin has been in production. I also have to question why this concept was given to Yasuo. Why not a champion who hasn't gotten a skin in ages? I really don't think the Yasuo mains need another excuse to bring their cheese in game
