ummm no. The CDR is great on him. you rush item 3508 then IE item 3031 .

We if your going to play for his long range abilities, your going to want that CDR over the ability to crit harder. Not to mention that since you only have 4 shots on a fixed AS, you really need those spells for minion farming and wave clear. (though not exactly why you would pick Jhin, it's still more important earlier in the game.)
