Nerf Heimerdinger
He is and has always been overpowered and he is and has always been too much to deal with in lane. His push power is oppressive. That wouldn't be that much of a problem but I could kill him over and over and he'd still win lane because his turrets push too hard and deal too much damage. The fact that he gets extra movement speed when he gets around his turrets is one of the dumbest ideas I ever heard of next to Akali's stealth under turret. I mean, it's already a nightmare just getting to him with his stuns, slows, and turrets. You punish us even more by letting him outrun your attacks or just flat out outrun you while you get an opportunity to jump him? He's already dealing a lot of damage to you while you're chasing him and while you're just trying to lane.
His one counter and his one weakness in lane that makes playing against him possible is the fact that he's immobile and has to rely on his turrets. If you get in range as a melee champ or any other champ that relies on close range, you should be good, but you're not. He has a stun in his kit to keep you away from his turrets and just the sheer damage and poke from his turrets are enough to keep you under turret and dying all game with nothing to do but rely on your jungler. You take away the one thing that makes heimer weak and playable against by giving him the ability to never get touched even when you get in range. He's worse than Singed. At least Singed damages you over time. Heimer not only pokes you better than Teemo but deals a surprisingly good amount of burst damage. When he gets Zhonyas along with his ult, he's killing you. Someone is dying. You can't leave him alone because he pushes turrets just as good if not better than Yorick.
And statistics don't matter in his case. He is an oppressive champion that completely makes a laner useless. I have only played one or two games in all the thousands of games of I've played, in lane and out of lane, where Heimer doesn't stomp his laner or at least do well. His single lane oppressiveness does not equal automatic win but it does not excuse the fact that he's allowed to be the way that he is and just because a champ doesn't win a lot doesn't mean the champ isn't overpowered. No this is not a salt post. In fact, I played with a Heimer and we won. He stomped his lane, as usual, but we only won because of our team. I say remove his MS boost from being around his turrets.
