Hopefully something has to be done about this. I mean I can see the Mana Regeneration stats being added to probably make the item less attractive to take on champions like Vlad, but is that honestly enough?

The CD increase is what breaks the cake. Nimbus cloak is going to be taken on vlad so shureylas will no longer be needed.
So AKA this is going to be a net buff to vlad, he can go straight for Proto/deathcap first item and still have the shurelylas boost.
Phieldworker1 votesI dunno, try Swain with phase rush, nimbus cloak, celerity. His big problem with his ult is most people can run away but you pop ult after hitting them twice and there’s is no getting away anymore. Not to mention with celerity you gain ap for all that movement speed. I think it’s good on people with delayed ult damage. It allows you to stick on enemies to dish out all the damage. I’m sure on mundo it’ll be scary too.

BeatzBoyFTW1 votesReminder that Nimbus Cloak has a brief delay before the movement speed boost kicks in, so I'm basically utilizing the boost on about 60% of Skarner's ult. And Olaf already has a movement speed boost planted on his ult when chasing people, so the Rune is still kinda wasted.

That is true but the point is having that extra movement speed isn’t a bad thing. Like I said if you tie it with celerity you’re going to be getting a nice chunk of ad or ap that people are going to underestimate. I know it sounds very niche but some of the tunes just are and that is ok because they are just going to keep making more and more to adapt to people’s play styles. I’m excited because with Swain again it’s hard to stick to people with your ult. With nimbus, phase rush and celerity, your opponent has very little time to escape without burining flash or something.
