It is a thing. I've played it quite a few times top lane. I've played it probably three or four different ways. Nashor's, Luden's, Lich Bane, Scrc Shoes, Gun Blade, Rabadons/Spirit Visage is one of my favorites. Run attack speed quints, AP marks and LET'S DO THIS. I've used other builds depending on comp also.

AP Jax is, obviously, best used againt a squishy team, but I've easily outdueled a full build Cho'Gath with AP Jax. The damage you do is absolutely disgusting and with 40% CDR you're essentially a penta kill machine. Naturally, you'd better be sure you avoid CC or get your E off first because you'll also be blown up in a heart beat.
