Give us the option to choose between attached and unattached skillshots

Attached: Using the ability will cause it to go off in the direction of the mouse, whether that point is within range or not. Ex: J4 Flag

Unattached: Your champion will walk until they are in range of the mouse and use the ability. Ex: Anivia Wall

This change was incorporated into some champs a few years ago and it's been bothering me ever since. It was bothering me more than usual today. It's very inconsistent among champions. I find it frustrating that certain abilities don't go where I want them to, even when my mouse is at the right point. I know some people prefer it, so it'd be nice to have it as a toggle.
