Annie needs the same treatment Veigar received.
Title. Annie's Ultimate needs a similar manner of being predicted, especially considering all her damaging spells can proc a reasonably powerful stun that isn't readable because her ultimate activates on target location instantly, same for her W.
Veigars stun wasn't readable. It was instant and game changing, and unhealthy to game balance. Neither is Annie's stun on her ultimate.

Like in 'A Twist of Fate' cinematic, Annie would THROW Tibbers, and midway he would explode into his 'other' form, that of a..Giant, murderous living teddy-bear that was the essence of death, fuck you, and fire.
So uh.
Make Annie's R have a throw implemented into it, rather than a magical bear-cultist summoning act of instantaneous nature.
See? How hard would it be to implement a .75 throwing animation? To balance the champion?

Annie Throws Tibbers, who midway grows into his 'fuck everything' form, and lands at target destination doing a large amount of magic damage to anything in his AoE. Over time, being near Tibbers burns you for X amount of magic damage.
