Heimerdinger's passive

Heimerdinger is actually in a really good place right now balance-wise, but I want to know if changing his passive might eventually change, especially considering all the preseason regen changes.

Its one of those passives that feels like it does nothing at all and i feel could of been an awesome part of heimers kit. Like a passive called REPURPOSE! or RECYCLING! Whenever heimers turret is destroyed he could pick up the scrap and lower the cooldown of his other moves by .5 or 1 second and time til another turret by like 10%. This could encourage donger to move out of his safe zone to pick up scrap for a cooldown.

His turrets could still get regen but it'd only effect them and not allied champs (sorry support Heimer mains)

Of course this may have already been proposed way back when, I just wanted a little more spice to a passive that doesn't really fit his theme or who he is.
