It seems like they are just outdone by flat and scaling HP runes at every portion of the game. Even on sion who ideally should make great use of them it is rather underwhelming numbers wise.
Does anyone use percent health runes for seals?

SEKAI2 votesSince it is only visible until the late game phase where it can become very significant depending on who you're using, hence most people aren't bothered enough to run those as you're leaving the early and mid pressure out of the drawing board which is for the most part, not a brilliant idea as a whole.
Hard4Hamsters2 votesThey really only become better when you have well over 4k health, so I don't see using them as very useful. hp/lvl seals will give you over 200 hp at lvl 18. %HP quints only give 180 at 4k health, so I don't see it as worth it.
