champions in aram

Okay, if someone only has some small percentage of the champions (i.e., they are running an aram only account) then they only get free to play champions. If they have close to 50% they get a free to play 1/2 the time. If they have 75%, then they get a free to play 1/4 of the time. if they have all the champions ... who cares? But their rr should be 2 each game.
