Talking about vayne.

I have literally never once in my entire time playing League heard anyone refer to Vayne as the highest skill champion in League.

In fact, I've never heard anyone say that she was the highest skill ADC. That pretty much unanimously goes to Draven.

Prob not the highest, but vayne is talked about a lot as a ''high'' skill cap champ

Either way i was being sarcastic

But i dont think anyone can disagree that a 33% playrate and a 53% win rate is healthy in any shape or form.

Play rate only matters in the sense that "it must be this high for data to be relevant".

She could have a 100% play rate and it wouldn't matter. This just means that her data is very accurate.

Now, yes, she is overpowered right now, which is easy to see by her playerbase becoming less experienced on average (her players used to average over 125 games, now it's 90), and the fact that even noob Vaynes have a 53% win rate (this more than anything is a telltale sign of a high skillcap champion being too strong).

second goes to vayne and prob kalista third. She may be not the highest skill cap but we can agree she is supposed to be "high skill cap" so when her pick rate rises her winrate is supposed to decrease.

skill cap has nothing to do with skillfloor

If a champ has a 32% playrate+ and a 52% winrate in under plat then there is no difference

I'm not convinced you know what those terms mean then.

Vayne has an exceptionally high skill cap. A couple of patches ago, her skillfloor changed somewhat however, and now she's relatively easy to pick up and build as a q crit burst monster. Prior to that, the only really viable option was building as an AS/lifesteal DPS machine that relied on outplay and sustained damage, and surviving long enough to do so made trying to pick up vayne and be effective rather difficult.

Most vaynes currently are still a long way from the skill cap, and while they're still effective, they're not that hard to kill if you can get past the wtf burst (and so I'd suggest that most vaynes currently would lose a 2v1 fight). Vayne gods near the skillcap however are still capable of all their outplay mechanics, and potentially still have crazy burst, making them 1v5ing a very real possibility.

In any case, vayne has nerfs to her Q on PBE last I heard, that'll basically bring her damage back to what it was before her Q buff, and we should be back to the old days of vayne only being terrifying in the hands of people who've put in plenty of time on her.
