It's never made sense to me that it isn't a straight up shield. I mean, come on.
The point of the mechanic is to protect towers early game, and the towers literally have shield hovering in front of them.

Janna's E doesn't read "After the targeted ally takes 200 damage, increase their armor and magic resist by 10%".
