Report system in champion select

I realize this has been proposed before, but I feel like it needs to be looked at again. Exhibit A: Our midlaner asks me to lock in yasuo for him, since I am first pick. I tell him I don't own Yasuo. He replies "Gay". The enemy team bans Yasuo. I lock in my support champion, my friend locks in Jhin ADC. Then it gets to our midlaner's turn. He types "Shit. Can I ADC?"

No. Our ADC already locked in. We both tell him no. He types again "Can I adc?" And then locks in Miss fortune. Then replies "Didn't see chat, sorry."

The champ select then turns into a game of "who's gonna dodge first?" Our top laner makes their move by locking in Jinx. Our jungler flashed Ashe.

And this is hardly the only incident of this. Some troll doesn't get the champion or lane they wanted, so they bully their teammates until someone else dodges to avoid a troll game.

I understand there are issues with the idea of reporting in champ select. But champ select shouldn't turn into a hostage situation where your choices are dodge or be trolled.
