Are Champions always deemed OP when they come out?

I noticed that the day that Illaoi came out, everybody was whining about how OP she was. When Jhinn came out, same thing, any time somebody carried in a match with Jhinn you'd get something like,"big deal, you're playing a broken champ," in chat. Now that Aurelion Sol came out, he's banned in 70% of games I play, despite the fact that he's seemingly hard countered by any melee assassin champ (thus far, Kha'zix, Yi, and Shaco have all fared exceptionally well against A Sol midlane, in my experience).

Is this normal? Do people always have a massive knee-jerk reaction when new champions come out?

Jhin wasn't even op on release. Also, a lot of the Sol bans are probably because people don't want a new champ on their team to drag them down or to play against a champ they have little knowledge of.

The reason for people to say that some champions are op when they come out is because for the most part they are. When Riot makes a new champion they put alot of work into the champion, so do you think they will release a champion who isn't op? Who would play a NEW champion who sucks? The point is to make people say " DANG THIS CHAMPION FU***NG OP" so other people who hasn't played the new champion to go "man I need to buy this champion quick so I can abuse it and get to challenjour cause I'm Faker Jr. "
