Underplayed/Underrated champions list?

Hi there. Is there any list containing underplayed/underrated champion picks? (Idk why noone plays viktor, his burst is insane)

All champions that are either underpowered, struggle in the current mobility meta, champions with high skill cealing which automatically means high elo players abuse then which is a minoritx whule majority don't know how to play them for being low elo with them(My sweet sweet Camille ;-;).

Also, Viktor sucks because he is immobile unless he has his Q augmented for bonua movement speed, his W is useless until augmented, his E is hard af to aim/position with for majority of people, people don't know what on earth his R is... He's useless until he get's perfect hexcore overall, and if he get's camped the crap out of before he get's the first item he get's outscaled and useless throughout the whole game?
