So, why can't we earn key fragments with champions we don't own?

"You must own the champion in order to earn its mastery chest or key fragments."

I completely understand why we can't earn chests. However, there's literally no reason we shouldn't earn key frags with free champions of the week. I love playing the free champions, so this makes them so much more unattractive for me.

Yeah it pretty much made me not want to play free champs ever since I found this out. Its hard enough to get keys as it is so with no chance to get them what is the point of the free champs?
