I don't get why Annie's stun can't have an expiry time.

It's the same idea as Vlad's empowered Q. Give her something like five (read below) seconds to use her stun after spamming her spells. Maybe even slightly decrease her cooldowns to balance for it. That way, she'd actually have some sort of counterplay besides "stay out of her range".

EDIT: Okay. I see a lot of good points in this thread of why it wouldn't work. Let me hit you with some more implementations of this idea.

Make her stacks expire after 15-30 seconds. That way, she can get her stacks off minions in lane, then run in to punish in a teamfight.

The other one, and the one I like most, is make her lose one stack every 5 seconds (scaling up with CDR?) That way, you can't just stay at 3 stacks then e and stun, but you can have a larger window of opportunity to actually use her stun. It would be good with the stun bar under her health bar too.

No. Riot has no plans to incorporate that, because it will break her.

STOP ASKING FOR IT. I'm tired of people complaining about a mage who does what she is supposed to do. Annie is not as frustrating or as broken as say like Zed, Fizz, or others. Just build MR, stay out of her range, and abuse her little mobility.

Because she can't actually get her stun up very easily. Vlad's mechanic only "falls off" if you cast Q and don't use crimson rush - Annie's passive stacks when she casts any spell. He has a lot more control over when and where his proc happens, whereas Annie will get it very easily and naturally just from normal laning.

Because it would make her non-functional outside of lane. Outside of lane, her entire value as an initiator is predicated on the idea of being able to hold a stun for roaming, initiating, or whatever. If she can't have a stun up at the start of a teamfight, then she's usually going to be crap. She needs that initiation power, and we can't completely take it away from her for the sake of making her laning slightly less annoying. It would be absolutely terrible design.

Vlad does not need his empowered Q to be up at the start of a gank or teamfight in order to meaningfully contribute. Vlad does not need to roam with an empowered Q up. His solution is a bad fit for Annie.

That's not even coming close to balancing for it. Lower cooldowns won't matter unless they're low enough where I can permanently keep the stun up by spamming E (and tying one skill entirely to being spammed so another skill can be used is bad design by itself). You need a mechanism to let her keep her initiation outside of the laning phase. What's your proposal for that?

riot already discussed this topic in the annie thread they made and said why they wont do this so this thread is pointless.

You'll destroy her roaming for no reason, she still will be able to flash stun your whole team.

Annie is burst mage and all she can do is flash stun and hope for the best. Outside of burst she's like a melee suicide minion. And she's pretty useless when enemy squishes builds at least one mres item or enemy team has enough tanks to zone her away from adc.

Shes a short ranged caster, you would have to significantly buff her range to compensate for it. Do you really want her to be able to tibbers you from 2-3x the distance she can currently do?

Because either she just occasionally presses E, or she's completely unable to roam effectively.
