Vel'Koz's passive does not work with his design

Vel'Koz was originally designed as a long range poke/siege champion. However his passive doesn't really fit that idea. A poke/siege character is supposed to be able to keep shooting Qs or whatever and slowly whittle enemies down. But Vel doesn't do that. A lot of his damage is stuffed into his passive, a passive that requires 3 hits in quick succession. Why on earth does a long range poke/siege champ have a passive that better fits a combo-oriented champion. Most Vel's just float up to someone, CC them and then press every spell at once to obliterate them. There's nothing pokey about that. If his passive could be changed to something that encourages the whole "we gotta engage before this Vel hits us with poke too many times!" then maybe he'd be a lot better at his job.

same reason lux has a large portion of her damage in her passive, and xerath has his passive tied to auto attacks.

to incentivise the champion to take a risk for that extra damage isntead of sitting 2 screens away and firing projectiles at you for large amounts of damage.

and considering the way his ult works, his passive actually works really well with his kit.

I think VelKoz is mid-short range combo-oriented champ with some mid-long range poke. And part of his high skill-cap is that you should know when to poke and when to combo. I might be wrong, but that's what i think he is supposed to be

I mained Vel through S5(primarily as support) His Q is huge poke by itself. If done correctly you can proc his passive from it alone and having landed 2 Qs on a target makes them really skittish out of fear of that 3rd passive proccing Q. Otherwise I have deleted many assassins as they jump in with my combo at point blank range as well.
