General Gizmo the Toy Master
So here's my concept for a long-range, immobile, high utility ADC Yordle champion. General Gizmo the Toy Master! A whimsical and quirky character who uses toy soldiers, a cork popgun and a giant conveyor belt to dismantle any army who opposes him! While the idea of soldiers may sound like Azir, they're just an aesthetic choice and don't auto attack like Azir's soldiers.

The General is a yordle who believes the future of weaponry in yordle society are robotic wind-up soldiers. After being laughed out of his town he decides that the only way to prove his point will be to demonstrate the power of toys in the League of Legends.

Auto Attacks - The General uses a cork popgun rifle to gun down his foes. How do you murder someone with corks? Ask Jinx's Mafia Skin. He'd have long range to balance out his lack of an escape/dash.

Q: CHARGE!!! - The general sends a toy soldier with a sword that slowly walks in a line. Think of it as a very slow skillshot that slowly slashes/plows through minions and champions. His poking tool basically.

Similar to Maokai's saplings. Counter play would either be killing it, or it's untargettable but can't walk through minions.

W: Capital Defense - The general summons a toy soldier with a shield that simply stands there until killed. Like a Heimer turret that cannot fight back. It acts like Anivia's wall/Trundle's pillar and prevents people from passing through it. Up to three can be placed down. If given time you can block off an entire jungle path with them. Counterplay: They can be killed like Heimer turrets.

E: Assembly Line - The General's bread and butter spell. The General summons a giant assembly line, a conveyor belt that causes people to be slowed when walking against it, and speed up when running with it. Not sure if he should be able to place multiple ones around like DoTA's Broodmother's webs. Each conveyor belt has a reverse switch that can be attacked to reverse the direction it is flowing in. It can only have it's direction reversed every so often. This spell also syngergizes with his Q/W and allows Q to move super fast or lets W act like a pushing wall of shield soldiers if you summon an assembly line under them.

Passive: Strength in Numbers - Each active soldier increases his attack speed. Keeping the Capital Defense soldiers constantly alive boosts his AS, and his ult also synergizes with it (getting to that.)

R: Air Strike! - The General calls in a long range airstrike which drops a giant toy capsule like these:

It contains a bunch of toy soldiers. After a short warning (like GP/Ziggs/Panth) the capsule smashes into the ground (maybe stuns/knocksback enemies? maybe not) and releases a bunch of "SEIZE them!" toy soldiers that try to pin down any enemies they get in range of. The spell has a noticeable warning so it's best used to block off escape routes or to self-peel.
It can be cast in the fog of war on an Assembly Line for a surprise engage however. If the capsule lands on an Assembly line, the conveyor belt causes the capsule to get rolled into the enemy team at high speed where it knocks everyone up before unleashing all of the Seize them!!! soldiers. Just make sure the conveyor belt is activated towards your target. The soldiers that pop out of the capsule also synergize with his passive and give him a burst of AS.

-I imagine he has a voice like Darkwing Duck.
-The Assembly Line would be incredibly fun to play with since enemies and allies can activate it and change it's direction. A fleeing enemy may run onto one to get away only for you to reverse the conveyor belt to drag them to you! You can send a barrage of soliders down the assembly line and the enemy dodges them left/right while trying to claw their way to the reverse switch if they're melee. It CAN also backfire though if an enemy reverses it while you're making a getaway. (If they do that, make sure they're greeted with a bunch of toy soldiers being dragged towards them, they may regret reversing the belt's direction...) The reversal switch would probably require an internal cooldown to prevent abuse cases where people keep changing it's direction every second though. Or maybe it'd be more skillful that way? It'd require testing.
-WoW: MoP's wind mechanic was the inspiration source for the conveyor belt spell. It was a new mechanic developed for that expansion and one boss in particular would try to blow you off of the boss arena unless you could reach him and CC him to stop his channel. You could use movement speed steroids to try and claw your way towards him against the strong gale force. Similar idea with the conveyor belts and reversal switch.
-Hidden taunts would include one with Braum ("I say... that is one very NICE moustache!"), Azir ("Tell YOUR soldiers to go back to playing in the sandbox, Azir!") and Heimerdinger ("Having machines doing your bidding? You'd fit right in with my army!") Also if Mafia Jinx hits him with a cork he'd shout "COPYCAT!!!"
-His acronym, like Gangplank = GP is "GG". That is bound to be hilarious.
