Is Teemos meme status keeping him from being normal

Teemo is infamous among League players everywhere. At some point in your League history you have played against him as a melee champion and you have hated your life for the entire game because of Teemos playstyle. Everyone knows his kit and what it does and every single part of it will tilt you, it is almost comidic the amount of unhealthy parts his kit has. But thats not my point my point is that because of his rage inducing nature he became a meme and a maskot. I think that Riot embracing him as this meme is horrible as it keeps him from becoming less toxic to the average playerbase who find no fun in fighting him or even being in the same game as him. I hope that in the future Riot can do something about this rat that has made us suffer for years now and at this point the only way i see this happening is a full VGU.
