I remember I was watching a streamer the other day, and he wouldn't engage in fights unless he had his R up. Does Lissandra not bring anything to a fight without her R? Or can she still do stuff without it? I would like to know the answer to this as I want to pick her up, but I don't want to be an ult bot.

there is alot of budget invested on her R and thus she is way stronger with her ult as it lets he do 2 spell rotations and set up for possible ganks.
Without her ult your kill pressure is limited to Shard, path (over them) into ring which should proc thunderlords (maybe ignite if you take them). After it she is left with no escpaes or damage for quite some time. Do at your own risk, poking them out of lane usually works better
