Mord bug or feature?
seems to get FULL healing on pets with his w, Harvester of Sorrow, such as 
turrets. This is the only one i have tested so far. Is this a bug or a good way to counter Top these days since that's a thing

Mordekaiser is currently disabled because of bugs, so who knows.
I believe it only has reduced healing on minions, It does not mention monsters or pets, nor does it say champions only for the full heal. At a glance I would say this is working as intended.
"Mordekaiser constricts the area, dealing magic damage to all enemies near himself and his ally as well as healing himself and his ally for the same amount, from up to 2 enemies hit in their respective areas. Healing is reduced to 25% when harvesting minions.."
He has reduced Healing versus enemy Minions
