New Champion select: Hovering issue

From 6.1 patch notes about the new champion selection:

LOCK IT IN

Bans and picks must be locked in. Hovering doesn't count! Failing to lock in a ban or pick will result in a dodge with a time penalty."

Riot, Why you do this change?

When I played the new champion selection on the PBE, I thought this would be a bug. Two out of three champions selections ended, because someone only hovered over a champion without looking in. This is very annoying and doesn't make sense.

If someone hovers over a champion until his pick time is over, this means he want to play the champion. Hovering over a champion has no sense at all if you have to lock in a champion anyway. The sence of hovering is to play the champion unless you find a better one in time.

it also wastes an inordinate amount of time, if 9 players hover their pick for 30 seconds before it locks in, that's 2:30 wasted if the last guy dodges. this speeds up the champ select considerably.

With the ban it makes sense, the current system is kind of annoying because the only way you can discuss it is via text in the chat, and if you accidentally clicked the wrong champ too bad.

The point of hovering during pick should be to let your teammates know who you want to play while not necessarily committing yourself to that champion (so you can discuss the champion and its fit into the team with your teammates). If you know you want to play that champion Riot wants you to lock it in. Then the pick phase can move along faster and you can get into the game quicker rather than having everyone waiting for their time to run out when they already have a champion selected to play.

It will be annoying at first, but people will get use to it and remember to lock in.
