Sejuani's slow effect stacks with Randuin's Omen active?

Sejuani Build Guide: Sejuani; Brazen Boar - Comprehensive Jungle Guide (patch 5.5 by Badger01

Since Riot made it so that slowing effects don't stack does that mean Sejuani's slowing effects don't stack with Randuin's Omen active effect? I've been building Randuin's Omen with Frozen Heart on sejuani since it is recommended (because of 30% decrease to enemy Attack Speed) but now after reading patch 5.13 is it still viable? This question also takes consideration of item's slowing effects and champion slowing effects stacking. If the slow effect does not stack what would be a viable replacement for Raduin's Omen for Sejuani if any? I've also built Deadman's Plate on Sejuani before but it also slows targets so I have the same problem. ( Is Strak's gage anygood on Sejuani even though she is mostly ap based?)

Sejuani's Slow Effect: 50 / 55 / 60 / 65 / 70% slow for 1.5 sec Randuin's Omen: 35% 4 sec Deadman's Plate: 75% 1 sec

P.S I usually follow this guy's build(Link Up above)

It is still viable not just for the slows, but also the stats the items give. When it comes to the slows if you try to stack them the stronger slow is prioritized, then the other slow will take effect after the first one wears off (if it is longer than the stronger slow of course.) So say you have Randuin's and Deadman's on Sej, you charge in and auto attack the target applying the 75% slow that lasts one second, then you hit your e when the slow wears off so they are slowed for even longer, and then finally if they are not dead yet you pop your Randuin's because it's slow is the weakest out of all of them. If you time out your slows perfectly you can keep a single target slowed for an agonizingly long 6.5 seconds. Of course that is if everything goes perfectly, if you pop everything at once you will just have them slowed for 4 seconds.

Hopes this helps you out. =)
