Bard needs a Heal buff!

I've posted this already, but i feel like this needs to be heard! Bard needs a buff on his late game healing. His healing falls off way to hard once late game hits. I feel like if you take the time to set up your heals right for a team fight and let them hit their second phase, it should really benefit the team and change the tides of battle; and it'll separate the good bards from the great bards. So thus, I think that bard should get a percentage of the allies max health as a bonus heal on the second phase.
